Highland Mills sits in the Town of Woodbury along Route 32, tucked between Schunnemunk Mountain and the Harriman State Park side of the valley. It's a hamlet of mixed housing — mid-century ranches and split-levels along the older streets near the center, larger colonials in the subdivisions built out from the 1980s onward, and a scattering of much older farmhouses that predate all of it.
